Prairie Oaks Lighting District to be formed

The Folsom City Council approved a resolution Tuesday authorizing the initiation for the formation of a Landscaping and Lighting District for Prairie Oaks Ranch. The new district, known as Prairie Oaks Ranch No. 2 Landscaping and Lighting District, will overlay the existing district established in 1995 and provide supplemental services and revenue to the existing district. According to the staff report, there are 918 single-family dwelling units within the district, and it was formed to maintain the landscaping and associated improvements along Riley Street and Iron Point, Prairie City, Blue Ravine, Grover and Russi roads. The district also maintains the subdivision's streetlights, landscape lighting, irrigation systems, open space, monument entry signage and trellis. The staff report also notes the primary objective of the district is to plan for life-cycle replacements, repairs for years into the future and provide for an inflationary adjustment as needed and address deferred maintenance of district improvements, such as addressing tree care, LED streetlight retrofits and outdated and un-centralized irrigation systems. If the district is formed, it is proposed to complete many of the deferred maintenance improvements over the next few years and embark on the phased replacement plan for older landscape areas. With the council's approval, the next steps in forming the Prairie Oaks Ranch No. 2 Landscaping and Lighting District include the preparation of the Preliminary Engineer's Report, scheduled for City Council on May 11 and mailing a notice inclusive of information on the district formation, the levy proposed and the time and location of the public hearing. The notice and a ballot will be mailed to property owners on or around June 7, and the Final Engineer's Report is scheduled for public hearing on July 27. According to the staff report, if there is not a majority protest in the ballots received (50 percent plus one) prior to the approval of the report, the council may adopt a resolution to approve the Final Engineer's Report, as well as order the improvements and formation of the new district. The council also approved a resolution authorizing the city manager to execute an agreement with Sierra National Construction, Inc. for the Neighborhood Sidewalk Replacement Fiscal Year 2020-21 Project. According to the staff report, the project has three categories of work:● Neighborhood sidewalk replacement to increase pedestrian safety and improve the aesthetics in older neighborhoods. Replacement locations include Glenn Drive between Market Street and Wales Drive, and mcKiernan Drive between Wales Drive and Henderson Way. A damaged concrete drainage cross gutter will also be replaced at Henderson Way.● ADA curb replacement. Upgrades will occur on Silberhorn Drive and all roadways east of Silberhorn Drive in the Willow Creek Estates South neighborhood.● Lew Howard Park walkway replacement of the existing walkway from the upper parking lot to the playground and tennis courts. The total cost of the project is estimated at $731,000, and Sierra National Construction, Inc. will be authorized for $669,269. According to the staff report, the project budget will be $736,196 which include a ten percent contingency for potential change orders.
