Grand Jury report response, 3M Event Center use permit appeal on Placer Supervisors' agenda

A packed agenda is slated for the Placer County Board of Supervisors on Tuesday. Within the consent agenda, the board will consider approving its responses to the 2021-22 Placer County Grand Jury Final Report. One finding determined homelessness within the county is placing a burden on taxpayers and public safety. The Grand Jury's recommendations included designating a homeless "czar" to oversee county services and finances for the homeless, the county and all Placer cities obtaining funding and establishing low-barrier homeless facilities and the board addressing "why little or no action has been taken" on two prior homeless consulting reports. According to the staff report, the response will also address recommendations provided for county jails and holding facilities. Recommendations included improving cleaning in the holding cells of the Auburn Main Jail and enabling a camera system to read license plates in and around the Auburn Historic Courthouse. If approved by the board, the response will be provided to the Grand Jury before the Oct. 1 deadline. The first agenda item, scheduled at 9:20 a.m., is a commendation to recognize Congressman Tom McClintock for his representation over the state's 4th District, which included portions of Placer County. According to the staff report, McClintock is running for the 5th congressional district, which does not include Placer and will no longer serve the county as of January 2023. The board will consider appealing the Placer County Planning Commission's unanimous denial of the conditional use permit (CUP) of the 3M Event Center, a former restaurant building, in Penryn. According to the staff report, the Mathiopoulos 3M Family LP filed a CUP application to permit daily rental of the building for indoor events such as parties, weddings, birthdays and small concerts. The request includes daily operation hours of 9 a.m.-12 a.m. and a maximum attendance of 240 be permitted for events, not including event staff. The Planning Commission considered the CUP during its June 9 meeting. The staff report notes that staff's presentation included the appellant's history of operating the building as an event center without a use permit and resulting public safety issues as well as issues raised by the Horseshoe Bar/Penryn Municipal Advisory Council. The appellant filed an appeal of the commission's decision on June 14. According to the staff report, county staff recommends the board uphold the commission's decision.
