$827 million Roseville budget includes 20 new city staff jobs

Roseville adopted an $827 million 2025-26 budget last month as the city continues growing. The Roseville City Council unanimously approved the fiscal-year budget June 18. The citywide Roseville expenditure budget totals $827.2 million from all funding sources, officials said. "Thank you, teams, all of the city staff. This is a budget we can be very proud of," Mayor Krista Bernasconi said after the vote. The budget includes a net increase of 19.75 city positions to address critical service level requirements. The positions will increase the total citywide staff from 1,392 to 1,412, according to the report. The budget includes $29.5 million in Measure B local sales tax revenues. "These revenues allow the City to maintain current service levels, restore services, and strategically invest in high-priority areas while still achieving a balanced budget," city officials announced online. The budget includes a transfer of $800,000 from the city's Pension Reserve Trust Fund to address rising pension costs, authorities said. The expenditure budget for the General Fund is $248.5 million. That includes an operating $235.6 million and non-operating expenses of $12.9 million, officials said. With council-adopted financial policies, the Roseville General Fund budget matches budgeted operating expenses with projected operating revenues, with resources available to increase reserves up to council-approved targets. The 2025-26 Housing Authority program expenditure budget is $12 million, staff said. The figure is primarily monies from the federally funded Housing Choice Voucher Program for rental assistance to up to 846 Roseville families, seniors, disabled persons and veterans a year. The 2025-26 budget includes a transfer of about $745,000 from the General Fund to the Stabilization Reserve Fund, bringing its total balance to $35.2 million, or 15 percent of the General Fund operations budget. The Stabilization Reserve may be used strategically to give the city time to restructure operations during an economic downturn to minimize service disruptions. The use of this fund will only occur in the context of a council-adopted long-term plan, staff explained. The budget also includes a transfer of roughly $495,000 from the General Fund to the Emergency Reserve Fund, bringing the balance to $23.4 million, or 10 percent of general fund operations. This reserve is for significant short-term unanticipated, one-time expenditures during declared emergencies should the need arise. Roseville has a population of 152,438 on 44.09 square miles. The population density is about 3,458 people per square mile, according to Data USA.
