City applies for SB-1 funds to resurface Folsom Boulevard

City officials applied for $575,000 in state funding last week to resurface the stretch of Folsom Boulevard between Aerojet Road at the Auto Mall to Natoma Station Drive. The Folsom City Council voted July 8 to list the Folsom Boulevard Resurface Project in the next funding round of Senate Bill 1 funds, or Road Repair and Accountability Act. The SB-1 package invests $5.4 billion annually to fix roads, freeways and bridges across California, sending more dollars toward transit and safety. "This segment of roadway serves as a prominent regional corridor and gateway into the City of Folsom, making it a high-visibility location for both residents and visitors," said Interim Folsom Public Works Director Marcus Yasutake in his council report. "The pavement along this stretch has experienced notable wear and degradation, resulting in surface distress that compromises both ride quality and structural integrity." A recent evaluation shows the pavement condition index for the stretch averages around 50, which categorizes it as "poor" under standard criteria, staff said. "This level of deterioration warrants timely maintenance intervention to prevent further decline, enhance roadway safety, and extend the service life of the pavement," Yasutake said. The program sets aside up to 22.5 percent of total funds for the Sacramento Regional Transit District, based on the population served, with the remaining balance distributed among the county and cities using the Measure A formula – 75 percent based on population and 25 percent on road lane miles. Under the formula, the city of Folsom is entitled to $308,000 in new Cycle 5 funding in addition to $264,000 in unused funds from Cycle 4, for $572,000 total, according to the report. During the same meeting, the the City Council also agreed to hire a traffic consultant to improve Light Rail traffic signals along the Folsom Boulevard corridor, often taken over by "pre-emptive" transit trains. Meanwhile, city officials last week also announced roadways to be fixed this fiscal year with Folsom's previous SB-1 funds. The Folsom City Council already adopted a list of projects for fiscal year 2025-26, but staff inadvertently omitted specific project locations from the document until last week. The Folsom current SB-1 projects are: Project title: Citywide ADA Compliance Project FY 2025-26 SB-1 funding: $725,000 Schedule: FY 2025-26 Useful life: 50 years Description: A project that includes an annual rotation of sidewalk inspections and repairs, with one council district receiving attention each year. This ensures a systematic and ongoing effort to improve accessibility across the city for people with disabilities and to mitigate sidewalk uplifts and damage. These funds will be used to inspect Council District 1 and make required repairs. A portion of the funds will be used to address the remaining work in Council District 4, which was inspected and partially repaired in FY 24-25. Project title: Street Overlay/Pavement Management Project FY 25-26 SB-1 funding: $1,575,000 Schedule: FY 2025-26 Useful life: 25 years Description: This project is currently in the scoping phase. The neighborhoods listed below are being considered for analysis, contingent upon the available budget and pavement treatment selected: Rancho Diablo (Hancock Drive Neighborhood), Willow Creek Estates (Willow Creek Drive and Flower Drive Neighborhood) and Willow Creek Estates East (Bittercreek Drive and Big Valley Road Neighborhood). The Folsom Road Maintenance and Rehabilitation Account revenue for 2025-26 is estimated to be $2.3 million, staff said.
