More drive-thrus for Baseline Marketplace in Roseville

The Roseville Planning Commission moved forward last week to finally build out the 79-acre Baseline Marketplace retail center, featuring a Costco going up with Target and The Home Depot on the way. The project has been postponed time and again for more than a decade, which included the stifling pandemic. One of the main differences in the 5000 Baseline Road site plan from the original 2014 map is three more drive-thru restaurants. The 2014 plan included four drive-thrus and now proposes seven. Applicant Kimley-Horn cites the changing restaurant dynamic over the last 10 years, including the COVID-19 pandemic, which altered consumer preferences away from indoor dining. Other changes to the plan include fueling/charging stations. The original approval included three, left as blank parcels on the approved map. One fueling station has since moved to the Costco site. Another will be eliminated, leaving the last station for the corner of Baseline and Pavilions Drive. "With Costco's 48 pumps or whatever they have, we really didn't feel the need for more than one station," said Don Webb of Covenant Real Estate, the new owner of the project. As proposed, the entire Baseline Marketplace project, including Costco, would have a build-out of 560,000 square feet, which is 185,000 less than the 2014 total approved. Staff said the change is due largely to the Costco project, which removed a number of larger footprint buildings. However, three parcels remain to the west of Costco that could accommodate more building area in the future, staff said. Meanwhile, Target, The Home Depot and Raising Cane's were identified as future tenants on the east side. "We're excited to get this project moving after actually over a decade of hard work," said Webb. "It should create over a thousand new jobs. The estimates on revenue for this center is nearly a half a billion dollars a year." Webb said groundbreaking is scheduled for next spring, with construction next summer. Business should be able to open in the early part of 2027. The Sierra Vista Specific Plan was adopted in 2010. The plan area includes 2,064 acres west of Fiddyment Road, north of Baseline Road. The Specific Plan includes 8,679 single- and multi-family units, 259 acres of commercial, 106 acres of park, 304 acres of open space, 56 acres for schools and 40 acres of urban reserve. At build-out, the Sierra Vista plan area is expected to accommodate 20,045 residents and provide 9,000 jobs, staff said. The Planning Commission voted 5-0 to approve the project Aug. 28, with one vacant seat and Vice-Chair Erich Brashears absent.
