Town hall meeting Oct. 1 in Loomis to discuss Penryn apartments

Placer County officials are hosting a town hall meeting at Del Oro High School in Loomis on Wednesday, Oct. 1, from 6-8 p.m. to discuss the controversial 240-unit Hope Way affordable housing project in nearby Penryn. County planning staff, the developer and environmental experts will be on hand to share details about the proposal, answer questions and explain the review process. Developers are seeking a county design review agreement and state density bonus law concession and waiver requests for the affordable multifamily housing. The matter goes before the County Planning Commission on Oct. 16. As proposed, the Hope Way project would feature 12 three-story buildings with a mix of one-, two-, three- and four-bedroom energy-efficient units. The community will serve qualified individuals and households in need of affordable housing, officials said. The 11.43-acre site is one of 13 throughout the county in 2024 to accommodate its Regional Housing Needs Allocation requirements for affordable housing units, authorities said. An environmental questionnaire filed with Placer County estimates the project will generate 792 new residents in Penryn, officials said. The unincorporated community had a population of 1,059 in 2023, according to the U.S. Census Bureau.
