Revised plans in Roseville for 183-acre Phillip Road project

A controversial 183-acre project up in the northwest corner of Roseville is back in the news with revised plans submitted last month. Panattoni Development submitted revised plans Oct. 8 for what is now known as the Phillip Road Site Project. The previous "Roseville Industrial Park" application was withdrawn last year after local public outcry, officials said. Some nearby residents were upset because they don't agree the project belongs in a residential neighborhood near schools, among other issues. The project previously included a major trucking center. The revised plan reduces truck traffic by at least 75 percent and instead focuses on industry with a very low amount of truck trips. Examples are research and development, advanced manufacturing and bio/life sciences, according to the Panattoni website. The new plan creates a setback of 1,000 feet between the Winding Creek neighborhood and industrial center. The revision also provides 30 acres of parks and trails, Panattoni said. The proposal relocates a power substation further south toward Blue Oaks Boulevard to more efficiently support future infrastructure, Roseville staff said. The substation would be visually screened by buildings and perimeter landscaping. The project includes a general plan amendment, rezone, major project permit, tentative subdivision map, tree permit and development agreement. As proposed, Phillip will include a mix of residential, commercial and tech-related "innovation" industrial uses. Panattoni envisions low- and high-density residential homes for 662 total units. The commercial portion includes 51,000 square feet of buildings, as well as associated site improvements such as parking and landscaping. The innovation center portion of the project proposes roughly 1,005,872 square feet of building area with improvements. The project application is in the early stages of the public input process and is under review by the City of Roseville Planning Department. Panattoni hopes for final approval of the project by next year, according to the website.
