The year 2010 was full of ups and downs for Rocklin. The city and district were faced with cuts and furloughs to balance their budgets.And at the same time, both were recognized for their achievement – Rocklin named one of the best places to live and students earning top marks for their schools.It was also a year of controversial compensation of city government and preparing for lots of changes ahead for 2011. January City hires assistant manager — Former Rocklin Community Services and Facilities Director Mark Riemer was promoted to assistant city manager, according to city officials."It's a great responsibility but we have great people," Riemer said.With Terry Richardson, Rocklin now has two assistant city managers. The move is all according to the city's reorganization plan that has realigned staff and departments. It has also led to reducing the total number of city employees from 310 to 260.City to fight I-80 Taylor Road off-ramp closure — Interstate 80's Taylor Road/Pacific Street exit may be on the chopping block.Despite a recommendation from Caltrans to eliminate the Interstate 80 Taylor Road/Pacific Street off-ramp, Rocklin city leaders plan to join area businesses to fight the proposed plan. Jobs, classes to get the axe — The latest round of cuts at Sierra College likely will slash construction, automotive and agriculture programs.Faced with an $11.2 million budget shortfall for the next fiscal year, the board of trustees meets Feb. 2 to consider a proposal that would also impose a 5 percent salary reduction for all employees, mandatory furlough days and elimination of 35 positions and six of 17 athletic programs, according to a Sierra College press release.February Sierra hears community's pleas — With the very real prospect of losing Sierra College vocational agriculture, construction and auto programs to budget cuts, speakers were out in full force Tuesday night to try to convince the school's board to save them.Board members on Tuesday voted on resolutions that allow the school to issue layoff notices March 15 that would trigger potential discontinuance of the programs July.More cuts, layoffs coming? — Facing an $8 million deficit for next year, Rocklin Unified is weighing the options.Similar to the process Rocklin Unified School District went thought last year to make up for the budget shortfall, board members are preparing to readdress the possibilities of cuts, layoffs and furloughs.Last year, Rocklin Teachers Professional Association members voted to implement furlough days to save the district money and layoffs. This year, however, may call for on going cuts, said Barbara Patterson, associate superintendent of business services.Patterson said the district needs to have a balanced budget by June 30 and board members have begun to discuss possible cuts. Cost-saving possibilities include increasing grades nine through 12 staffing ratios from 33 students to one teacher, to 34 or 35 students to one teacher, which could save the district between approximately $244,000 and $476,000. Other options include slashing transportations costs, meaning more out-of-pocket costs for families, and furlough days.Police: Cuts will increase accidents — With the Rocklin Police Department budget under siege by the recession, Chief Mark Siemens now wonders what affect it will have on public safety."We're reducing our capacity as an organization," Siemens said.In the majority decision last month, Mayor Scott Yuill, Councilmen George Magnuson and Peter Hill approved more than $620,000 in cuts to police services for the new fiscal budget, which would layoff a sworn police officer, the department's only patrol K-9 and would freeze open positions including a traffic sergeant, administration analyst, an office assistant and a dispatcher."It is a major hit," Siemens said. "On the administrative side, of the four people that ran the department, now there are only two of us left."Siemens has been forced to freeze 12 positions s officers and support staff have left to find other agencies to work for.Salary 'double dipping' raises concerns — Retirement deals for five top managers of the city of Rocklin aimed at saving the city money are raising some concerns.Rocklin City Manager Carlos Urrutia said he has nothing to hide."I'm getting two salaries," Urrutia said. "Right now, I am drawing my pension and I am working for the city of Rocklin."While he said it looks like double dipping, he isn't doing anything improper. Police Chief Mark Siemens, Assistant City Manager Terry Richardson, Chief Building Official Pete Guisasola, Senior Engineer Jee Choy and Urrutia all agreed to retire early and come back on a part-time basis to save the city nearly $650,000 in salary."I talked them into doing it," Urrutia said. "These guys are retiring anyway in a couple of years. It saves us from laying off five police officers."Urrutia said he is looking for more savings when Assistant City Manager Terry Richardson retires June 30 and his position is frozen.Urrutia retired in December but is working part-time on a contract basis for nearly $137,000 a year. Because he is retired, he also gets state medic al insurance and his pension worth $170,000 a year (75 percent of his $230,000 annual wage), according to Urrutia.His total take home could break $307,000 this year, some $77,000 more than he made working full time last year.Sunset Ranch school to open — The Rocklin school district is moving forward with plans to open Sunset Ranch, a new elementary school, for the 2010-11 school year.The board recently approved the school's opening and appointed Jim Trimble as principal, splitting his duties among Rocklin Elementary, where he currently serves as principal, and Sunset Ranch Elementary, which is located in the Whitney Ranch neighborhood.Sunset Ranch has the capacity to hold 750 students. The facility will include smart technology in every classroom, three playgrounds and an outdoor amphitheater.March Sierra College to extend contract with Rocklin Police — A safe campus is spurring Sierra College leaders to give Rocklin Police a longer contract, according to school officials."At this point, the (Sierra College) board of trustees agree we will enter into a long-term agreement with the city of Rocklin," said Sierra College President Dr. Leo Chavez.Sierra College's private police force was disbanded Nov. 1 after the police chief left for a state job. Chavez said since Rocklin officers took over law enforcement duty on campus, they've turned the school around.Rocklin Unified approves 76 pink slips — Rocklin Unified School District trustees have approved pink slips for approximately 76 full-time equivalent certificated employees for the 2010-11 school year to help make up for the district's $8 million deficit.In addition, trustees also approved a change to the district's Early/Late Reading program for kindergarten through third-grade students.On or before March 15, 76.82 full-time equivalent certificated employees will receive preliminary layoff notices. Among them will be four full-time equivalent counselors, six full-time equivalent high school math positions, 35 full-time equivalent self-contained elementary classroom teachers and 10.67 full-time equivalent positions at the middle school level.Final notice in reduction of force for certificated district employees need to be made by May 15.$1.6 M OK'd for football — Rocklin Unified recently approved $1.6 million for football field upgrades at Rocklin High, despite the district's $8 million deficit.Larry Stark, assistant superintendent of facilities and operation, explained to board members that the money cannot be used for salaries or to save programs. The fund is restricted to use for capital facilities only, as restricted by the state.But that didn't stop the feeling of "awkwardness" for trustees approving more than a million dollars in improvements, when cuts are being considered across the board."It's very clear that this money can not be used for any type of compensation…and what we need it for," she said. "There's definitely the perception out there that we're spending $1.6 million on a football field-you've laid off teachers and you're spending all this money and it just feels awkward."The upgrades include replacing Rocklin High's turf football field with synthetic turf, replacing the shot put area and resurfacing the tennis courts.AprilCity answers critics of pay spike — City of Rocklin officials are trying to stamp out controversy sparked by the recent report of the 42-percent increase in City Manager Carlos Urrutia's salary over the last five years, prior to his retirement.A local watchdog group calls it "pension spiking," and says it's unethical.According to the city, nearly half of Urrutia's increases from 2005-2008 came from periodic cost of living adjustments and longevity salary adjustments, per his negotiated employment contracts. He was also paid for service credits that were bought back from previous work experience.However, the reason behind the remaining periodic contract increases during that time are raising concerns. Current city council members Brett Storey and Peter Hill Helped to negotiate those amounts with Urrutia directly."We want good service at a fair price," Storey said. "Carlos' pay is for his performance. You could argue we're paying him too much, I could argue we are paying him too little."In 2005, the city approved a 7 percent increase that took his monthly pension contributions to the California Public Employees' Retirement System away from the city and put it directly into the hands of Urrutia to pay himself. According to Rocklin Director of Administration Services Judy LaPorte, the option took hissalary from $158,880 to $170,000 at that time.The city has a policy of not only paying the city's portion of the monthly pension payments to CalPERS but also picking up the employee's portion.City rallies for Lauren — What started as a family snow day, turned terribly wrong for the Jones family of Rocklin.On March 27, the family of four made their way to the Lake Tahoe area for sledding."We just went sledding for the day," Jason Jones said. "But Lauren had to go to the top."Sledding down the hill, Lauren collided with two small trees on the hill.Now, the family has put life on hold to tend to 10-year-old Lauren. She was in the Intensive Care Unit at Reno's Renown Regional Medical Center for a number of injuries including a fractured skull, four bruised ribs and a broken leg. She was put into a drug-induced coma. And Lauren was also hooked up to a ventilator, which has recently been removed, and a feeding tube among other things, to keep her as comfortable as possible.Lauren is back home in Rocklin and continues to progress.Rocklin herds its way to wildfire prevention — The city of Rocklin is separating the sheep from goats when it comes to wildfire prevention. Well, technically they are running together for a new Rocklin Fire Department project.At a cost of about $45,000, Rocklin had hired the herd to clear out green zones between housing developments throughout the city in anticipation of a hot, dry summer ripe for wildfires. To hire workers and get equipment into the areas to do the same work would cost the city at least four times that much, according to city officials.Disneyland trip ends in tragedy with car accident on I-5 — A no-contact hit-and-run accident April 2 has left the Retz/Novak family of Rocklin hoping for a fast recovery for 16-year-old Sarah Novak.Brian Retz, a Rocklin father, was driving northbound on Interstate 5 near Coalinga at approximately 12:20 p.m. April 2. The driver of another car, a maroon Volvo sedan, allegedly changed lanes directly in front of the Chevrolet Suburban Retz was driving, according to California Highway Patrol spokesman Kenneth Antonetti.Retz swerved to avoid the sedan, drove into the median and the Suburban overturned, Antonetti said.Four of the six passengers, including 16-year-old Sarah Novak, 14-year-old Jenny Novak and their 7-year-old stepbrother Hunter Retz, were ejected from their sport utility vehicle. Sarah's boyfriend, 17-year-old Matthew Smithson was also ejected from the vehicle. All suffered injuries and were taken to Community Regional Medical Center in Fresno.Deputy pleads not guilty — Placer County Sheriff Lt. John Savage's attorney William Rapoport entered a not guilty plea in court on Savage's behalf for a misdemeanor charge of negligent discharge of a firearm.Charges were filed against Savage for shots allegedly fired into the air on Oct. 8, 2009 in his Rocklin neighborhood.According to the Rocklin Police report, police were called to Savage's neighborhood on Lakebreeze Drive in Rocklin after receiving 911 calls that neighbors reportedly heard five or six gunshots fired at 9:43 p.m. on Oct. 8, 2009.Schools earn the mark of distinction — Two Rocklin schools earned California Distinguished School status.Antelope Creek Elementary and Rocklin Academy were two of 484 schools selected, and two of only seven with the county. Jack O'Connell, state superintendent of public instruction, announced the selected schools Monday.Pastor gets prison for sex with teen — A Placer County judge sentenced a Rocklin youth pastor to prison for carrying on a sexual affair with a 14-year-old church member.Jeffery Allen Waisner, 33, of Lincoln, was handed a three-year prison term for a charge of lewd and lascivious acts with a child stemming from an estimated six-month relationship with a female youth.The then 14-year-old Rocklin victim and Waisner met at a youth group he led as part of the Crossroads Community Church youth group held in Rocklin.At the sentencing, the victim's mother stood in an Auburn courtroom to describe the pain and damage Waisner has caused her family.The mother, whose name is withheld to protect the minor victims' identity, said that Waisner sent her daughter more than 4,000 text messages in one month. She said many of the messages were sexually explicit.MayDistrict leaders to take pay cuts — District superintendents and administrators stepped up to the plate with agreements to trim their salaries next year in an effort to help with the $8 million deficit.Rocklin Unified School district superintendents have agreed to a voluntary reduction in salary of 4 percent effective July 1. Senior management already agreed to a voluntary reduction in salary of 4 percent effective July 1. Senior management already reduced their compensation by .68 percent effective Jan. 1, 2009. The concession included Superintendent Kevin Brown, as well as the deputy superintendent, associate superintendent and assistant superintendents.Rocklin Administrators Professional Association also agreed to take four furlough days for the 2010-11 school year in addition to a 2 percent pay cut for the next two years.The concessions made by the two groups save the district approximately $200,000 in next year's budget.Rocklin Unified to cut 50 teachers — A total of 76 final reductions of force notices went out to teachers on or before May 15.The notices represent more than 50 full-time teachers within the district. Almost half of them are at the elementary level, approximately 15 at the high schools and approximately nine at the middle schools.In addition to teacher layoffs, high school athletes may be asked to pay to play.Rocklin Unified School District is considering an athletic contribution option to save high school sports. In addition to an added cost of athletes, transportation may be eliminated for most sporting events.The final notices, athletic contribution and elimination of transportation are a few ways the district hopes to make up for its $8 million deficit.Approximately 81 certificated employees with the district received preliminary reduction of force notices in March. Of those, 76 final notices will go out. The district has the option of rescinding notices or rehiring employees if additional salary concessions are approved.The board unanimously approved the final notices."It makes me sick, but yes," Trustee Todd Lowell said as the vote was taken.Rocklin High hit hard by vandals — Rocklin Police have their hands full. The worst case of vandalism at Rocklin High School in decades caused more than $20,000 in paint damage to nearly all the buildings on campus, according to administration."I can't recall a school being vandalized to this extent in prior years," Rocklin Police Lt. Terry Roide said. "Is it one person or 10 people? It is a lot of territory to cover but not out of the question that one person could do it."The school's resource officer is heading up the investigation with the full support of Rocklin detectives and patrol staff, Roide said.City hires help to find next manager — The Rocklin City Council approved a bid from Rocklin-based Ralph Andersen and Associates, to help the city find its next city manager.According to city documents, the firm will be paid about $19,000 to facilitate a recruitment team to help the city. Rocklin froze the human resource director position since it was vacated. District, teachers reach agreement — Approximately 35 to 40 teachers will be returning to the classroom next year thanks to an agreement with the district and Rocklin Teachers Professional Association.Through a majority vote, the Rocklin Teachers Professional Association agreed to take six furlough days during the 2010-11 school year. The six furlough days save the district approximately $1.2 million, according to Kevin Brown, Rocklin Unified School District superintendent.Not only does the agreement bring back teachers, the money saved will also assist with other areas and programs. Combined with the teacher jobs saved, the agreement also saves approximately 70 jobs within the district.The kindergarten through third-grade staffing ratios will go down to 26 to one instead of the proposed 30 to one. Class ratios at the high school level will be at 34 students to one teacher and the music program at the fifth- and six-grade level will continue. Counselors at the middle school level will also be brought back. Rocklin High's 2010 class is most "influential."Fire burns 55 acres, threatens homes — When Audra Felahy and her husband Volki Felahy of Rocklin drove home from work on a Monday evening, they were met with an unexpected surprise –– a grass fire behind their home.At 4:52 p.m., a wind-driven grass fire erupted on the high ridge between Argonaut Avenue and Clover Valley Road in Rocklin.Approximately 55 acres burned with no structure damage, according to Rocklin Fire Chief Bill Mikesell. The cause of the fire is still under investigation, he said. The fire was completely contained at 6:30 p.m. Monday.Support staffs agree to furloughs — Another employee group has come forward with voluntary concessions to help Rocklin Unified School District with its $8 million deficit.Members of the California School Employees Association and non-represented employee group, which represents groundskeepers, custodians and bus drivers, both agreed to take four furlough days for the 2010-11 school year. The voluntary reduction of workdays saves the district approximately $212,900 for the 2010-11 school year."It has been an easy and flawless negotiation year," said Tiffany Pelkey, president of the California School Employees Association.July Rocklin named a best place to live — Money magazine just picked the city of Rocklin as one of the best places to live in the country based on jobs, great schools, low crime, charm, things to do and a great town to raise a family.For Rocklin transplant Carmen Fogelman, it was the school district that made her move from Grass Valley."The schools are very good for children," Fogelman said. "My son had a hard time adjusting but the school helped out. They even sent a school resource officer to talk with my son and he's doing a lot better."Rocklin was ranked 65 out of 100 with three other California cities ahead including; Pleasanton, 63, Yorba Linda 38, and Irvine 22. Money describes the community as "former ranch land now a conservative town with many businesses, extensive recreational program and a strong school district."Rocklin man jailed for sexual assault — A Rocklin man found guilty of oral copulation of an unconscious male was sentenced to 180 days in jail and must register as a sex offender.Ladd Douglas Wiidanen was found guilty March 18 of one felony count of oral copulation of an unconscious person. The victim reportedly woke up after a New Year's Eve party Jan. 1, 2008 to find a male sexually assaulting him.Almost two years after the incident, Wiidanen was arrested after DNA test results linked him to the case. AugustVoluntary pay-to-play program hits high schools — Student athletes and their parents for years have been used to paying roughly $100 for transportation to and from games.This school year, the Rocklin Unified School District will ask them to pay about the same –– but now they'll have to find their own rides.In a time of tightening belts, the district is doing away with most sports transportation at Rocklin and Whitney high schools. But it must also replace $88,000 cuts from sports or risk cutting teams.To raise that money, the new Voluntary Athletic Contributions program requests $125 per student per sport, plus $100 for the second sport or family member, and $75 after that. There is a cap of $450 per household."We have avoided that economic bullet by putting in this voluntary program," Whitney High School Principal Debra Hawkins said.The key word is voluntary. While students at both schools have expressed concern for classmates who can't afford such a fee, it's not mandatory. Deficit dictates many changes — Class sizes will be larger, the high school day will be longer and transportation will change for the upcoming school year.As the Rocklin Unified School District faces an $8 million deficit for the upcoming school year, district staff said students, teachers and other employees will feel the effects. Sierra Elementary earns IB designation — School is only one in the region to earn International Baccalaureate standards.Sierra Elementary will celebrate its debut as the only official IB school in greater Sacramento, and one of few in Northern California. Eight file for 2 seats — Eight Rocklin residents are hoping to nab one of two seats on the Rocklin City Council.The seats are those of Councilwoman Kathy Lund and Mayor Scott Yuill.In June, long-time Councilwoman Lund announced she would not be seeking re-election for city council, while Yuill announced he would be running for re-election.The other candidates for council include Greg Janda, Mark Klang, Michael Patrick Murphy, Michael Rose, Diana Ruslin and Aman Singh.September Church, pastor sued for sexual abuse — Family of a 14-year-old Loomis girl molested by a youth pastor at Crossroads Community Church in Rocklin are now suing him and the church for allowing the abuse to occur.The 13-page complaint filed Aug. 2 seeks punitive damages for sexual abuse of a child, sexual battery, gross negligence, breach of fiduciary duty. They also want reimbursement for medical care and lost earnings.In April, Jeffrey Waisner, 33 of Lincoln, was convicted of lewd and lascivious acts with a child stemming from a nearly six-month affair with the girl who was part of his Friday youth group. Six in Rocklin's $100,000 pension club — A total of six retired city of Rocklin employees are receiving more than $100,000 a year in California Public Employees Retirement Systems pensions. The list –– from California Pension Reform's online "CalPERS 100K Club" database –– includes former city employee Stephen Newman, City Manager Carlos Urrutia, former Assistant City Manager Terry Richardson, Police Chief Mark Siemens and two former police lieutenants Stuart Davis and David Johnstone.The city identified four other employees who have retired since January 2008 who are eligible for a state pension who made more than $100,000, which also include Senior Engineer Jee Choy, Police Lt. Michael Freeman, Chief Building Officer Pete Guisasola and Fire Battalion Chief Charles Petitclerc. The city also identified 20 job classifications that currently have salaries over $100,000. The city currently has 245 employees, according to city documents. Salary tops out at $385K — Outgoing Rocklin City Manager Carlos Urrutia got a big payout last year.As the highest paid employee, his gross salary was $385,691, according to city documents.While his base pay was nearly $230,053, the remainder came from unused vacation and sick leave he accrued over the years. Urrutia cashed out 344 hours of excess vacation amounting to about $38,520 and 1,080 hours of unused sick time for $120,931, according to the city. Rocklin routs rival Whitney in Quarry Bowl — Town pride was on the line Friday night (Sept. 10) when the Rocklin High Thunder faced off against cross-town foe Whitney High in what was dubbed the Quarry Bowl. In front of a crowd that broke the 5,000-plus mark, the Thunder put away the Wildcats 49-18. Rocklin stampedes to street fair — Hot Chili & Cool Cars draws up to 12,000 to sample chili and look at classic cars.The 17th annual street faire, held along Pacific Street between Rocklin Road and Midas Avenue, included more than 150 local businesses spotlighted, 25 chili cookers and 175 classic cars on display. Rocklin Unified best in region — Rocklin schools are among the best, according to Academic Performance Index, or API, test results.Rocklin Unified School District, with an overall API score of 874, is the highest scoring unified school district in Placer County and Sacramento region, according to Linda Rooney, deputy superintendent of educational services for Rocklin Unified.Academic Performance Index scores consist of a single score ranging from 200 to 1,000 that reflects a school's performance level based on the results of statewide testing.Rocklin Academy, a kindergarten through sixth-grade charter school housed on Turnstone Way in Rocklin, earned an API score of 957 - the highest score within the greater Sacramento area. October Heintz convicted of attempted murder — Former Sierra College student Paul Heintz was found guilty of attempted murder after stabbing his former best friend over a reported love triangle.The jury found the allegation that it was a willful, deliberate and premeditated attack to be untrue during the verdict. Heintz was also found guilty of assault with a deadly weapon and an allegation that he inflicted great bodily injury during the incident.On March 24, 2009, Heintz attacked former Sierra College student Alex Abrahamian of Auburn from behind and stabbed him in the torso five times on the Sierra College Rocklin campus. The attack stemmed from Heintz's feelings toward Kelly Conroy, also a former Sierra College student.Five years later Matt Redding's memory lives on — Oct. 9 marked five years after Rocklin Police Officer Matthew Redding's death. Redding was killed in the line of duty Oct. 9, 2005. $2.5M in Sierra pay cuts reversed — In an overwhelming show of support, the Sierra College Board of Trustees unanimously voted to reverse last year's controversial pay cuts.The pay increase is expected to be retroactive from July, according to the board discussion. Five have eyes on Rocklin Unified seats — With Election Day looming, Rocklin voters will not only have the opportunity to vote for Rocklin City Council, but Rocklin Unified Board of Trustees as well.Board members serve four terms. Rocklin Unified finds $4M to cut deficit — Faced with layoffs, cuts and furloughs this year, Rocklin Unified recently welcomed good news for the 2011-12 school year.The district identified approximately $4 million that will be used toward the $6 million deficit that district faces for the next school year. The $4 million is a result of various windfalls including an unexpected increase in enrollment, an increase to the ending general fund balance and money received from the Federal Jobs Act. November Patriotism sings at the polls — Rocklin voters have chosen incumbents for seats on both Rocklin City Council and Rocklin Unified School District Board of Trustees, as well as newcomer Diana Ruslin to join the council.The results are semi-official released by the Placer County Office of Elections as of 12:12 a.m. Nov. 3. Mayor Scott Yuill will serve another term — Yuill secured the top votes with 25.26 percent of the votes. Ruslin followed with 20.51 percent of the votes. In the school board race, current president Wendy Lang led the votes with 24.84 percent, followed by Todd Lowell with 22.62 percent and Steve Paul at 21.67 percent of the votes. After three decades, Lund says goodbye — She won six elections to Rocklin's City Council, but next month Kathy Lund will be retiring from three decades of service to the city."It's time for someone new," Lund said.Rocklin Recreation Commissioner Diana Ruslin won the election on Nov. 2 to replace her. Lund said Ruslin reminds her of herself, who also started as a Recreation Commissioner. Theater opens with box office boon — Area residents packed into the new Rocklin theater, Blue Oaks Cinema 16, at the corner of Lonetree and Blue Oaks boulevards for its opening weekend.The all-digital, $10 million multi-plex opened with a 12:05 a.m. Friday morning showing of "Harry Potter and the Deathly Hallows - Part 1" with 700 in attendance, many in costume, according to SR Entertainment President Dan Tocchini. December Playin' up a new tradition — More than 1,000 people showed up for the first Old Town Rocklin Tree Lighting ceremony and festivities. Held Saturday, the drizzly weather didn't stop locals from venturing over to Rocklin's Front Street where hot cocoa, cider, cookies and barbecue chicken were passed out, kids jumped on Santa's lap for pictures and carolers sang festive tunes. City OKs $227,000 city manager contract — At outgoing City Manager Carlos Urrutia's last meeting, the Rocklin City Council unanimously approved the four-year employment contract for his replacement.Ricky Horst, who was recruited from the city of Ocala, Fla., will now be offered a salary of $198,000.
